About this opportunity

The Missouri Department of Transportation (MoDOT), Southwest District, is conducting a Single Feasible Source (SFS) solicitation for KIMCO Salt Conveyor Parts and Service Repairs under solicitation number SFS605SW25000795. The procurement is specifically for complete stainless steel salt conveyor parts and service repair on an as-needed basis for four existing Kimco Conveyors used in salt delivery: two KC2470SSP/KH3T units, one KC2450SSP/KH3T unit, and one KC2475SSP/KH4T unit. MoDOT has determined that only Kimco USA, Inc. can provide these specialized parts and services, justifying the single source procurement. The solicitation period runs from October 10, 2024, to October 17, 2024, with the contract term extending from award through November 30, 2025. Responses must be submitted electronically through the MissouriBUYS eProcurement system, with pricing evaluated based on the lowest and best bid that complies with mandatory specifications and requirements. Freight charges and service calls will be billed in addition to parts ordered, and payment terms are set at Net 30 Days.

The solicitation encourages Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation, with goals of 10% MBE and 5% WBE, though these are not mandatory requirements. The contract is open to all vendors, but MoDOT has determined Kimco USA, Inc. as the single feasible source under Missouri Code of State Regulation 7 CSR 10-11.020(5)(A)1 and 7CSR10-11.020(5)(B)1, which allows for non-competitive procurement when supplies are proprietary and only available from the manufacturer or a single distributor. Vendors must provide liability insurance naming the Missouri Highways and Transportation Commission (MHTC) and MoDOT as additional insureds. While no specific contract value is listed, the procurement is designed to cover parts and service repairs for the four existing Kimco Conveyors on an as-needed basis. The solicitation includes standard terms and conditions related to nondiscrimination, applicable laws and regulations, and other general provisions typical of state government procurement processes.
