About this opportunity
Sacramento County's Department of Waste Management and Recycling is seeking a General Engineering Contractor (Class A) for the Kiefer Landfill 2022 Gas System Improvements project, Contract Number 4579. The procurement involves constructing 35 vertical landfill gas extraction wells and approximately 13,929 linear feet of collection piping at the Kiefer Landfill located in Sloughhouse, California. Contractors must provide all necessary labor, materials, equipment, and incidental work to complete the project in strict conformance with specifications and regulatory permits. The project requires electronic bid submission through the Sacramento County Electronic Bidding Portal, with a bid submission deadline of September 15, 2022, at 2:00 pm. Bidders must submit a bid guarantee of at least 10% of the total bid amount and provide payment and performance bonds for 100% of the contract price. The project has an 80-working-day timeline with liquidated damages of $500 per calendar day of delay, and an estimated construction cost of $1,600,000. Contractors and subcontractors must be registered with the California Department of Industrial Relations and comply with prevailing wage requirements.
The contract does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Bidders will be evaluated based on the base bid, with a detailed pricing proposal required that includes line items for mobilization, extraction wells, piping, valve assemblies, and related infrastructure components. The project involves installing high-density polyethylene (HDPE) pipes ranging from 3" to 24" in diameter, butterfly valves, and complete wellhead assemblies, with all materials and installation subject to County project manager review and approval. Contractors must follow specific technical requirements for material specifications, including HDPE pipes, wellhead assemblies, and pressure testing procedures. The project will be funded by the County of Sacramento and will follow the County's 2016 Standard Construction Specifications (revised February 1, 2017). While no incumbent vendors are mentioned, the project appears to be an expansion and improvement of the existing landfill gas extraction infrastructure at the Kiefer Landfill site.
