About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is soliciting bids on behalf of the Kentucky Horse Park for night muck removal, loading, and hauling under RFB 758 2700000185, with bids due November 12, 2026 at 1:30 p.m. ET. Kentucky resident bidders receive reciprocal preference against nonresident bidders from states that provide similar preferences.
The solicitation establishes a master agreement with a 12-month initial term and four optional one-year renewals. Commodity Line 1 is mandatory: removing muck from barn complexes and transporting it to the park's designated disposal area at a price per night, with approximately 80 nights of service annually, concentrated May through August. Work must occur between 6:00 p.m. and 6:00 a.m. Commodity Line 2 is optional: hauling muck off-site at a price per ton, with an estimated 8,500 tons annually, including peak periods when up to nine 40-yard containers are removed daily. Payment on Commodity Line 2 requires certified weigh tickets from approved certified scales. The contractor supplies all equipment, labor, and resources and bears loading, transportation, weighing, and disposal costs. Subcontractors and equipment leases are permitted. Electronic submission through the Kentucky eProcurement system is mandatory, with vendor registration in the Vendor Self Service System completed 24 to 48 hours before submission.
Award is best value: 90 points for price, with the lowest-priced bidder receiving maximum points and others scored proportionally, and 10 points for experience, which requires a minimum of five years. Pricing must remain valid for 60 calendar days after the bid due date. Fuel surcharges and fuel-based rate adjustments are not permitted. Price increases may be requested after 12 months based on industry-wide changes, with supporting documentation. Before award, bidders must submit required affidavits under KRS 45A.110 and 45A.115, tax registration if applicable, and proof of Commercial General Liability insurance at $1,000,000 per occurrence and $2,000,000 aggregate, plus automobile liability at $1,000,000 combined single limit if applicable.
Written questions closed October 30, 2026, and the Commonwealth issued its responses November 3, 2026. The bid closing date moved from November 10 to November 12, 2026 at 1:30 p.m. ET. Payment is due within 30 working days of invoice receipt and acceptance. The Commonwealth may cancel the RFB if responses exceed available funding. Contacts are Jill Blevins at 859-259-4210 or jill.blevins@ky.gov and Commonwealth Buyer Angie Johnson at (502) 564-6194 or angelaf.johnson@ky.gov.
