About this opportunity

The City of Glenwood Springs is requesting proposals for removal of a 12,000-gallon underground gasoline storage tank at KGWS Sumers Airpark, with proposals due October 7, 2026 at 2:00 p.m. Mountain Time via BidNet. An optional pre-proposal Microsoft Teams meeting is scheduled for September 23, 2026 at 12:00 p.m. Mountain Time.

Work includes obtaining permits from the Division of Oil and Public Safety and Fire Department; saw cutting and removing approximately 800 square feet of concrete; excavating to tank depth; cleaning and purging the fiberglass tank (installed in 1998 with residual fuel material less than one inch in depth); removing and transporting the tank to an accredited disposal facility; conducting soil sampling and site assessment; backfilling the tank area; and placing new asphalt (4 inches in two lifts) or concrete (6 inches thick, CDOT Class D 4500 PSI) as surface treatment. All work must comply with existing State and Federal fueling system regulations.

The City prioritizes best value in evaluation, with price as a consideration but not the only factor. Bidders must submit a general week-by-week work schedule, bid schedule, staging needs, warranty information, and three references for similar projects completed within the last seven years. Successful bidders must maintain comprehensive insurance including general liability ($2,000,000 aggregate), pollution liability ($1,000,000 per claim), automobile liability ($1,000,000 combined single limit), workers' compensation, and umbrella coverage ($1,000,000), with the City named as additional insured. All insurance carriers must be authorized in Colorado and rated no less than "A-" by A.M. Best Company.

Questions and clarifications are due September 30, 2026 at 5:00 p.m., with a question addendum released October 1, 2026 at 5:00 p.m. Bidders must direct questions to bidresponse@cogs.us. All proposal submissions become public records subject to the Colorado Open Records Act unless designated confidential with written justification.
