About this opportunity

The Wyoming State Construction Department Procurement Section is requesting bids on a parkwide asphalt rehabilitation project at Keyhole State Park in Crook County, with bids due September 14, 2026 at 1:00 p.m. Mountain Time. Wyoming resident bidders receive preference — the contract shall be awarded to the lowest responsible certified resident bidder if their bid does not exceed the lowest non-resident bid by more than 5 percent.

The scope spans four work areas (Brandenburg Loop, Pat's Point Road, Marina Road, and Schedule 1 miscellaneous items) and includes removal and disposal of existing road surface, asphalt surface cut and patch repair, crack sealing, emulsified asphalt application, pavement line striping, geotextile installation, riprap placement, reinforced concrete pipe replacement, concrete pathway construction, and traffic control. The contractor must maintain single-lane traffic during construction and provide warning signs, barricades, flashers, and flag persons in accordance with Wyoming Department of Transportation Standards and State Parks Standards.

Prevailing wage requirements apply under the Wyoming Prevailing Wage Act of 1967. Wyoming laborers shall be employed exclusively unless non-resident laborers are unavailable or unqualified. Wyoming-produced materials, supplies, and equipment receive preference when quality is equal. The project is partially funded with federal funds and requires compliance with the Build America, Buy America Act, including that iron, steel, and manufactured products be produced in the United States with domestic components comprising at least 55 percent of product cost, except for cement, aggregates, and binding agents.

Bids must include a 10 percent bid deposit as a bid bond, cashier's check, or certified check. The successful bidder must furnish a Performance and Payment Bond equal to 100 percent of the accepted bid within 20 calendar days of award. Work commences October 12, 2026 and must be completed by December 31, 2026; liquidated damages of $250 per working day apply for failure to meet the completion date. A non-mandatory pre-bid meeting is scheduled for August 25, 2026 at 1:00 p.m. at Keyhole State Park Headquarters. Written questions are due August 31, 2026 at 11:00 a.m., with answers posted by September 7, 2026 at 3:00 p.m. Contract award is tentatively scheduled for September 18, 2026.
