About this opportunity
The Commonwealth of Kentucky, through Kentucky Educational Television (KET), is soliciting proposals for a personal service contract to procure professional television lighting designer services for its broadcast studio facilities located at the Network Center in Lexington. The scope of work encompasses developing a comprehensive lighting plan in CAD format, recommending and specifying broadcast lighting fixtures and accessories with detailed lists of required materials, creating a detailed work plan and installation schedule, and directing the installation, aiming, and focusing of all lighting fixtures for television studio sets. The contract period runs from November 1, 2024, through June 30, 2026, with an option for renewal for up to one additional two-year period subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee. Qualified applicants must demonstrate mandatory expertise with nationally televised broadcast television productions and possess a minimum of 20 years of relevant experience, with submission of three examples of previous work and three professional references required. Evaluation will be conducted on a maximum of 2,200 points, comprising technical criteria worth 1,600 points (including demonstration of broadcast expertise, examples of previous work, years of experience, and professional references), cost proposals worth 400 points using a comparative scoring methodology where the lowest proposed cost receives maximum points, and potential oral presentations with the top two-ranked vendors worth up to 200 additional points. Written questions regarding the RFP must be submitted by October 3, 2024, at 4:30 PM Eastern Time, with proposals due by October 17, 2024, at 4:30 PM Eastern Time through the Kentucky Vendor Self Service System; no bidders' conference is scheduled for this solicitation.
Kentucky resident bidders and qualified bidders may receive preference pursuant to KRS 45A.490, 45A.492, and 45A.494, as applicable to this procurement. All proposals must be submitted electronically through the Kentucky Vendor Self Service System in three separate sealed documents: Technical Proposal, Cost Proposal, and any Proprietary Information, with offerors required to be registered with the eProcurement system. The cost proposal shall include all estimated labor and travel costs necessary to complete the work. No specific contract value is identified in the solicitation documents, and the Commonwealth reserves the right to negotiate fair and reasonable compensation, request best and final offers, reject any or all proposals, and make the contract award contingent upon approval and filing with the Legislative Research Commission. The contractor must comply with all applicable Kentucky statutes relating to civil rights, ethics, conflict of interest, tax and employment laws, and discrimination prohibitions, with payment to be made within 30 working days of receipt of proper invoices in accordance with Kentucky law. The primary point of contact for this opportunity is Kelly Wilkins at KET, 600 Cooper Drive, Lexington, Kentucky 40502, telephone 859-258-7108, or email kwilkins@ket.org.
