About this opportunity
The Commonwealth of Kentucky, through the Kentucky Authority for Educational Television (KET), is issuing a Request for Proposals (RFP) to procure the services of a television studio engineer to provide engineering support at its Frankfort production facility located at 702 Capitol Avenue. The engineer will be responsible for supporting live productions and maintaining production hardware and software systems, including video routers, broadcast cameras, audio consoles, wireless microphones, non-linear editing systems, and related technological infrastructure. Required qualifications include documented television engineering experience with operation of video routers, broadcast cameras, and the ability to match cameras using waveform/vectorscope analysis, as evidenced through a detailed resume, along with attestation of availability to work during normal business hours, typically four days per week. Additional desired experience includes proficiency with video switchers, robotic systems, on-air graphics, Dante audio systems, Adobe Premiere Pro, general networking, and computer maintenance. The engineer is expected to work approximately 2-3 days per week during Kentucky General Assembly interim periods and each day during regular and special legislative sessions, which commence January 1, 2026 for a 60-day period with potential special sessions. Evaluation will be based on a maximum of 1,000 points for technical proposals, with television engineering experience weighted heavily (5 or more years receiving full points and partial scoring for lesser experience), and up to an additional 200 points based on oral presentations or demonstrations. Written questions must be submitted by December 18, 2025, and proposals are due by 4:30 p.m. Eastern Time on January 5, 2026, to be submitted electronically through the Kentucky Vendor Self Service System in two parts with a 65-megabyte file size limit.
The RFP does not indicate specific set-aside designations or restrictions on organizational types eligible to respond, nor does it reference disadvantaged enterprise requirements. No incumbent vendor or current contractor information is specified in the procurement documents. The initial contract term runs from February 1, 2026 through June 30, 2026, with the Commonwealth reserving the right to renew for up to two additional two-year periods subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee. Compensation is structured at $500.00 per full day (up to 10 hours) and $250.00 per half-day (up to 5 hours), with invoices submitted bi-monthly on the 15th and 30th of each month. The engineer is responsible for providing their own transportation to the work site. Cost proposals are not applicable to this procurement, and no Offerors' Conference is planned.
