About this opportunity
Kentucky Educational Television (KET) is seeking a Frankfort Studio Engineer through a personal service contract to support live productions and maintain production hardware and software systems at its Frankfort facility located in the State Capitol Complex. The engineer must possess extensive technical expertise, including experience with video routers, broadcast cameras, waveform/vectorscope analysis, robotic systems, video switchers, graphics systems, audio consoles, Dante audio systems, wireless microphones, Adobe Premiere Pro, and general networking and computer maintenance. The contract period runs from February 1, 2026, through June 30, 2026, with potential renewal for up to two additional two-year periods. The engineer will be required to work 2-3 days per week during legislative interim and full-time during regular and special sessions, with no guaranteed minimum hours. Written questions are due by 4:30 p.m. Eastern Time on December 18, 2025, and proposals must be submitted electronically through the Kentucky Vendor Self Service System by 4:30 p.m. Eastern Time on January 5, 2026. The technical proposal evaluation will award up to 1,000 points based on demonstrated television engineering experience, with mandatory requirements including five or more years of studio engineering experience and partial scoring for less experienced candidates.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Compensation is structured at a fixed rate of $500 per day (up to ten hours) or $250 per half-day (up to five hours), with bi-monthly invoicing on the 15th and 30th of each month. The contractor is responsible for their own transportation to the worksite. The Commonwealth reserves the right to require oral presentations/demonstrations worth up to 200 additional points from the top two-ranked vendors and may conduct best and final offer negotiations. All proposals must remain valid for a minimum of six months after the due date. The contract is subject to Kentucky state law, including KRS 45A procurement regulations, and requires the contractor to maintain authorization to conduct business in Kentucky, comply with civil rights and ethics standards, and avoid conflicts of interest. While no specific budget range is detailed, the compensation structure provides a clear daily rate for the required services.
