About this opportunity
Kentucky Educational Television (KET), a state agency under the jurisdiction of Fayette County, is issuing a Request for Proposal for a personal service contract to provide studio engineering services at its Frankfort production facility located at 702 Capitol Avenue. The engineer will deliver technical support for live television productions and maintain production hardware and software systems, including video routers, broadcast cameras, audio consoles, video switchers, graphics systems, non-linear editing systems, waveform/vectorscope analysis equipment, robotic systems, Dante audio infrastructure, wireless microphones, Adobe Premiere Pro software, intercom systems, and basic networking infrastructure. The position is expected to require approximately 2-3 days per week during legislative sessions and interim periods, with engineers expected to work during normal business hours. Mandatory qualifications include a minimum of five years of television studio engineering experience and the ability to demonstrate hands-on expertise with the aforementioned equipment and software systems. The technical evaluation is worth a maximum of 1,000 points based on experience and qualifications, with an additional 200 points available if the Commonwealth elects to conduct oral presentations or demonstrations with the top two ranked vendors. The proposal submission deadline is December 1, 2025, at 4:30 p.m. Eastern Time through the Kentucky Vendor Self Service System, with no bidders' conference scheduled. The initial contract term runs from January 1, 2026, through June 30, 2026, with renewal options for up to two additional two-year periods at the Commonwealth's discretion.
No set-asides, preferences for qualified bidders, disadvantaged enterprise designations, or resident bidder preferences apply to this solicitation, meaning any qualified vendor may submit a proposal. The compensation is fixed at $500 per day or $250 for a half-day, with no cost proposal evaluation applicable to the procurement. Invoices are submitted bi-monthly on the 15th and 30th of each month, and the Commonwealth reserves the right to negotiate final compensation with selected vendors. The contract is not effective until approved by the Secretary of the Finance and Administration Cabinet and filed with the Legislative Research Commission Government Contract Review Committee. All standard Commonwealth procurement rules, nondiscrimination requirements, and Kentucky statutes regarding tax compliance, conflict of interest, and ethics apply. Prospective bidders must submit electronically a transmittal letter, technical proposal, and required affidavits demonstrating their qualifications and compliance with state requirements, and successful vendors must maintain authorization to do business in Kentucky and ensure personal transportation to the work site.
