About this opportunity

Kentucky Educational Television (KET) is seeking a pool of up to twelve contract production technicians to provide television videography and audio services for studio and field productions during the fiscal year 2026 contract period from December 1, 2025, through June 30, 2026. The services include operating professional studio cameras, pedestals, broadcast and cinema cameras, and providing audio production support for programs such as Kentucky Tonight, Comment on Kentucky, Kentucky Edition, and Kentucky Life. Contractors will work at either the KET Network Center in Lexington or the Louisville Production Center, with an expected workload of approximately twenty days during the initial contract period. The technical proposal will be evaluated based on a maximum of 960 points, with 10 points awarded per month of demonstrated experience in four key areas: studio camera operation, field camera operation, studio audio, and field audio work. Proposals must be submitted electronically through the Kentucky Vendor Self Service System by November 12, 2025, at 4:30 p.m. Eastern Time, with written questions having been due by October 23, 2025. Oral presentations or demonstrations may be required for the top twelve vendors, with up to 200 additional points possible.

Compensation is structured with fixed daily rates: studio camera operation at $300 per full day or $150 per half day, field camera operation at $375 per full day or $187.50 per half day, with similar rates for audio work. Premium time beyond 10 hours is compensated at 1.5 times the regular hourly rate, and training is paid at $30 per hour if required. The procurement is driven by federal budget cuts that eliminated Corporation for Public Broadcasting funding, resulting in a $4.2 million annual reduction in KET's discretionary funds. There are no specific set-aside designations or restrictions on responding organizations mentioned in the documentation. The Commonwealth reserves the right to renew the contract for up to two additional two-year periods. Contractors are responsible for their own transportation unless pre-approved, and no mileage reimbursement or per diems are provided except in pre-approved circumstances. Invoices will be submitted bi-monthly on the 15th and 30th of each month, with work location and type at KET management's sole discretion.
