About this opportunity
The Commonwealth of Kentucky, through the Public Protection Cabinet/Department of Housing, Buildings and Construction, is procuring training services for the Kentucky Building Inspector Training Program. The contractor will be responsible for delivering continuing education training events for building inspectors, code officials, contractors, and related professionals throughout Kentucky, with training designed to provide participants with 12 hours of continuing education credits annually as required for certification and license renewal under KRS 198B.090. Training events may be conducted annually or semi-annually as large convention-type events with multiple classes, or more frequently as smaller stand-alone events, with a maximum of two large events permitted per contract year. The contractor must submit proposed training agendas 60 to 90 calendar days in advance of each event for Commonwealth approval 45 to 75 calendar days prior to the event, and all training dates, geographic locations, and venues must be coordinated with and approved by the Commonwealth. The initial contract term runs from October 15, 2020 through June 30, 2021, with renewal options for up to five additional one-year periods, subject to approval by the Finance and Administration Cabinet Secretary and the Legislative Research Commission Government Contract Review Committee. Proposals were due by 12:00 p.m. on September 21, 2020, and vendors were required to submit technical and cost proposals under separate sealed covers, each including one original hard copy and three marked flash drives in Microsoft Word, Excel, or PDF format. Evaluation criteria include Delivery of Services/Scope of Work Acceptability (350 points), Technical Expertise and Work Experience (300 points), Cost (250 points), and optional Oral Presentations (100 points), for a total of 900 possible points, with the proposal containing the lowest cost receiving maximum score and other proposals scored proportionally.
The Request for Proposal does not specify set-aside designations, disadvantaged enterprise restrictions, or incumbent vendors. Cost proposals must provide specific line-item pricing for facility meeting space, audio/visual equipment, trainer fees and travel expenses, class materials, registration equipment and supplies, promotional materials, and site signage, with the contractor responsible for contracting with selected venues and vendors. No specific budget range or award value is identified in the procurement documents. All proposals must remain valid for a minimum of six months after the due date, and the Commonwealth reserves the right to reject any or all proposals, request best and final offers, conduct oral presentations, and negotiate fair and reasonable compensation. All proposal data becomes public record after contract award pursuant to the Kentucky Open Records Act, except where exempt under KRS 61.878(1)(c).
