About this opportunity

The Commonwealth of Virginia, through the Virginia Distribution Center, is soliciting a one-time bid for table syrups on a "both or none" basis, with bids due September 29, 2026. Award preference is tiered: first to a DSBSD-certified micro business if the bid does not exceed $10,000 and is fair and reasonable; second to a DSBSD-certified small business if the bid does not exceed $100,000 and is fair and reasonable; third to the lowest responsive and responsible bidder of any size at fair and reasonable pricing. Bidders must submit pricing for all lots or none; partial bids are not accepted.

Products must meet or exceed USDA IMPS standards, Virginia Department of Agriculture regulations, and Federal Food Drug and Cosmetic Act requirements. All table syrups must be institutional quality or better, recently produced and packaged. Minimum shelf life at delivery is fifty percent of manufacturer shelf life for products with six months or less shelf life, and seventy-five percent for products exceeding six months. Bidders must specify the number of cases per pallet in their submission.

All deliveries are F.O.B. to the Virginia Distribution Center in Sandston, Virginia 23150, with motor freight by appointment only between 7:15 a.m. and 3:00 p.m., Monday through Friday, excluding Commonwealth holidays. Products must be delivered on 48" x 40" 4-way entry hardwood pallets, properly stacked and stretch-wrapped in clear wrap only, with pallet gross weight not exceeding 2,600 pounds and height not exceeding 54 inches. Bidders must state the required number of calendar days for delivery after receipt of order; specified delivery dates will appear on the purchase order and remain firm unless authorized changes are made by the VDC.

All vendors must register in the eVA system and pay applicable transaction fees. DSBSD-certified small businesses pay 1% capped at $500 per order; non-certified businesses pay 1% capped at $1,500 per order. Contractors must maintain workers' compensation insurance (statutory), employer's liability coverage ($100,000), and commercial general liability ($1 million per occurrence / $2 million aggregate).
