About this opportunity
The Virginia Department of Corrections is soliciting a one-time lot bid for paper shop rags and paper roll shop towels, with bids due September 22, 2026 — a same-week deadline. The solicitation is structured as all-or-none: bidders must submit on both items or neither. A DSBSD-certified micro-business set-aside applies if the total bid does not exceed $10,000; a DSBSD-certified small-business set-aside applies if the bid does not exceed $100,000. If neither threshold is met, award goes to the lowest responsive and responsible bidder of any size.
Bidders must identify the manufacturer and manufacturer part number for each item. Products must be delivered on 48" × 40" 4-way entry hardwood pallets, properly stacked and wrapped in clear stretch wrap, with pallet gross weight capped at 2,600 pounds and height not exceeding 54 inches unless otherwise noted. Bidders must state the number of cases per pallet and the number of calendar days required for delivery after order receipt.
All deliveries are due at the Virginia Distribution Center in Sandston, Virginia by appointment only during receiving hours of 7:15 a.m. to 3:00 p.m., Monday through Friday, excluding Commonwealth holidays and scheduled inventory closings. Prices must be submitted as firm unit prices in F.O.B. delivered format with full freight to the delivery location. The Commonwealth will inspect all delivered products and reserves the right to reject any that fail to comply with solicitation requirements, including shelf life, product quality, packaging integrity, and applicable USDA Grade Certificates. Damaged, contaminated, spoiled, or unsuitable products must be replaced at no additional cost to the Commonwealth.
Contractors must maintain all books, records, and documents relative to the contract for five years after final payment, subject to Commonwealth audit. Standard Virginia procurement requirements apply, including commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate. The eVA electronic procurement system administers the bid; awarded vendors are subject to a one-percent transaction fee capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses, assessed per purchase order.
