About this opportunity
The Virginia Distribution Center, operating under the Commonwealth of Virginia Department of General Services, is soliciting one-time bids for frozen vegetables under lot bid structure BID125081, with bids due July 31, 2026. Bidders must hold a P.A.C.A. license and submit all-or-none proposals through eVA. Award preference applies to DSBSD-certified micro businesses (bids up to $10,000) and secondly to DSBSD-certified small businesses (bids up to $100,000), provided the price is fair and reasonable; otherwise award goes to the lowest responsive and responsible bidder.
The scope covers frozen vegetables meeting or exceeding USDA Grade Standards, Federal Specifications, and Virginia Department of Agriculture regulations. Products must arrive completely frozen at no more than 0 degrees Fahrenheit, plus or minus 5 degrees Fahrenheit, with a maximum pallet height of 64 inches. Bidders must identify the manufacturer and manufacturer part number for each item, state the number of cases per pallet, and specify the calendar days required for delivery after order receipt. Pricing is firm, F.O.B. delivered to the Virginia Distribution Center in Sandston, Virginia, with full freight included. Deliveries are by appointment during VDC receiving hours (7:15 a.m. to 3:00 p.m., Monday through Friday, excluding Commonwealth holidays). Products found defective must be replaced at no additional cost; a six-month warranty covers canned goods against swells and latent defects.
Bidders must register in eVA and pay vendor transaction fees of one percent of contract value, capped at $500 for certified small businesses and $1,500 for other businesses. Contracts over $10,000 require compliance with anti-discrimination, drug-free workplace, and Immigration Reform and Control Act provisions. Contractors must maintain workers' compensation, employer's liability ($100,000), and commercial general liability ($1,000,000 per occurrence) insurance. Payment terms are standardized at 30 days after invoice or delivery, whichever occurs last.
