About this opportunity
The Commonwealth of Virginia, through the Virginia Distribution Center (VDC), is soliciting one-time bids for folded paper wipes and paper food utensils for Henrico County and Salem City under Contract 09-26128197, with bids due September 18, 2026. Award is made line-by-line to the lowest responsive and responsible bidder, with preference given to DSBSD-certified micro businesses for bids up to $10,000 and DSBSD-certified small businesses for bids not exceeding $100,000, provided pricing is determined fair and reasonable.
All bids must be submitted electronically through eVA; alternative submission methods (email, mail, fax) are not accepted. Bidders must state the number of cases per pallet and the number of calendar days required for delivery upon receipt of order. All products must meet or exceed USDA IMPS standards, Virginia Department of Agriculture regulations, and Federal Food, Drug and Cosmetic Act requirements, with certification and manufacturer documentation provided upon request.
Deliveries are by appointment only between 7:15 a.m. and 3:00 p.m., Monday through Friday, to the VDC facility in Sandston, Virginia. Products must be delivered on 48" × 40" pallets, properly stacked and stretch-wrapped in clear wrap only, with gross pallet weight not exceeding 2,600 pounds and height not exceeding 54 inches. Bid prices must be firm unit prices in F.O.B. delivered format with full freight to the VDC facility; "All or None" bids are permissible. The Commonwealth reserves the right to reject non-conforming products and require replacement of damaged or defective items at no additional cost. Vendors guarantee products free from defects for six months following delivery.
Bidders must register in eVA and pay transaction fees (1 percent, capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses). Contractors must maintain workers' compensation, employer's liability of $100,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and comply with all federal and state anti-discrimination, drug-free workplace, and immigration compliance provisions. Payment terms are 30 days after invoice or delivery, whichever occurs last. Questions must be submitted to the purchasing agency no later than five working days before the bid due date.
