About this opportunity

The Kentucky Department of Fish and Wildlife Resources is requesting bids for a single 10-foot vertical tillage tool for Big Rivers Wildlife Management Area, with bids due October 22, 2026 at 12:00 p.m. Eastern Time. Kentucky resident bidders receive reciprocal preference against nonresident bidders from states providing similar preferences; qualified bidders including Kentucky Correctional Industries and certain nonprofit organizations receive additional preferences.

The scope is a heavy-duty welded steel frame vertical tillage tool with rigid configuration, CAT III c-clevis drawbar hitch rated for 100–120 horsepower tractors, 20-inch or larger blades with 7.5-inch spacing in two-row offset configuration, adjustable gang angle from 0 to 8 degrees with hydraulic adjustment, one or two rolling basket finishing attachments with flat bars, and LED safety lighting. Equipment must be new and current model year. Delivery is required to Big Rivers Wildlife Management Area at 7619 State Route 365, Sturgis, Kentucky 42459, with billing to KDFWR headquarters in Frankfort. This is a one-time purchase with no renewal options.

Award will be made on best value using a 100-point evaluation system: price (90 points), delivery time in working days (5 points), and warranty period (5 points). The lowest-priced compliant bid receives maximum price points; subsequent bids are scored proportionally. Delivery time must be stated in specific working days; failure to provide concrete timeframes results in non-responsiveness. One percent per day is deducted from invoices for late deliveries.

All pricing must be F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise taxes and Kentucky sales or use taxes. Prices must remain firm for twelve months; any increases thereafter require written justification based on industry-wide changes. Bidders must submit electronically through Kentucky Vendor Self Service (VSS) at https://vss.ky.gov. Written questions are due October 14, 2026 at 2:00 p.m., with KDFWR responses provided by October 15 at 7:00 p.m. Required submissions include contact information, Kentucky Tax Registration Form 10A100, proof of Commercial General Liability Insurance ($1,000,000 per occurrence / $2,000,000 aggregate minimum), Automobile Liability Insurance if applicable, warranty documentation, and delivery timeframe commitments. Payment is issued within thirty working days of invoice receipt and goods acceptance.
