About this opportunity
The Kentucky Department of Fish and Wildlife Resources (KDFWR) issued a Request for Bid (RFB) for the procurement of soybean meal (44-48% protein content) to supply two state fish hatcheries: Minor Clark Fish Hatchery in Morehead, Kentucky, and Peter W. Pfeiffer Fish Hatchery in Frankfort, Kentucky. The soybean meal must be delivered in 50-pound paper bags on wooden pallets during the March through September delivery period, with vendors responsible for providing unloading services and necessary material handling equipment such as floor jacks and forklifts capable of servicing a four-foot high dock. Deliveries must be completed within 14 working days after receipt of order during normal receiving hours (Monday-Friday, 7:00 a.m. to 3:00 p.m. Eastern Time), with damaged or spoiled product replacement required within four business days. The contract award will be made on a best value basis using measurable criteria consisting of 90 points for price (lowest bidder receives maximum points) and 10 points for delivery time, for a total of 100 possible points. The initial contract period runs for one year beginning March 1, 2025, with four optional one-year renewal periods, plus a potential 90-day extension, and vendors' written questions are due by January 27, 2025, with KDFWR responses provided by January 30, 2025; bids must be submitted electronically through the Kentucky eProcurement system by February 7, 2025, at 12:00 p.m. Eastern Time. Pricing shall be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis with all federal excise taxes and Kentucky sales or use taxes excluded, and all proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date, with price increases prohibited during the first 12 months but permitted thereafter only with written justification based on industry-wide changes.
Kentucky resident bidders are eligible to receive reciprocal preference in the evaluation process, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities may receive additional preference points equal to 15-20 percent of maximum points. All vendors must be registered in the Kentucky eProcurement System prior to bid submission, and successful bidders must provide proof of Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance of $1,000,000 combined single limit if providing delivery services; vendors must also maintain Kentucky tax registration and Secretary of State registration for foreign entities as applicable. Bidders must complete and submit three separate required affidavits addressing campaign finance law compliance, resident bidder status claims with proof of Kentucky business authorization and tax compliance, and qualified bidder status for nonprofit organizations serving individuals with severe disabilities. The contract may be cancelled by KDFWR with 30 days' written notice, and no specific budget range or award value is identified in the solicitation documents.
