About this opportunity
The Kentucky Department of Fish and Wildlife Resources (KDFWR) issued a Request for Bid (RFB) solicitation number 660 2600000276 to procure native wildflower and grass seeds for Elliott County, Kentucky. This procurement seeks 37 line items of various native plant materials, including wildflower species (such as Heath Aster, Purple Coneflower, and Blazing Star), grass seed mixes, sedges, rushes, and aquatic plant seeds, with quantities ranging from 2.5 to 66 pounds or ounces. All seeds must be grown and harvested in Kentucky to ensure local ecotypes are preserved, and delivery must occur by January 15, 2026. Electronic bid submission through the Kentucky Vendor Self Service (VSS) system is mandatory, with bids due on December 23, 2025, at 12:00 p.m. Eastern Time. A bidders conference reading will be held on the closing date at 3:00 p.m. ET via conference line 877-746-4263, Participant code 02 94 361#. The contract award will be determined using a best value ranking approach with Price weighted at 90 points and Delivery weighted at 10 points, for a total of 100 points, with the lowest-priced bidder receiving maximum points and subsequent bidders receiving proportional points based on the ratio of lowest to their bid price. Delivery time must be stated specifically in working days, with one percent per day deducted from invoices for each day late delivery occurs. All prices must include delivery charges, be F.O.B. Destination Freight Prepaid and Allowed, and exclude federal excise tax and Kentucky sales or use tax.
Kentucky resident bidders are eligible for reciprocal preference equal to the preference given by the nonresident bidder's home state, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit organizations serving individuals with severe disabilities may receive preference equal to 20 or 15 percent of maximum points. Vendors must obtain registration in the Vendor Self Service System prior to bid submission, allow 24 to 48 hours for registration completion, and submit required affidavits certifying compliance with Kentucky campaign finance laws and resident bidder status, along with proof of insurance prior to award. All bidders must provide a Certificate of Insurance evidencing Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, with KDFWR listed as additional insured, and Automobile Liability Insurance of $1,000,000 combined single limit is required if delivery is provided by the contractor. The initial contract period is one year from the date of award, with optional renewals for four additional one-year periods, plus a potential 90-day extension. Price adjustments are not permitted during the first 12 months; increases after that period must be justified by industry-wide price changes and requested in writing at least 30 days in advance. No specific budget or award value is disclosed in the solicitation documents.
