About this opportunity

The Kentucky Department of Fish and Wildlife Resources (KDFWR) issued Request for Bid (RFB) 660 2400000538 on March 22, 2024, for the procurement of one E32 R2-Series Bobcat Compact Excavator or equivalent equipment to serve Elliott County. The equipment must feature a 24.8 HP Tier 4 diesel engine, hydraulic clamp with long arm and Class III diverter valve, enclosed cab with HVAC system, and a minimum 60-month/2000-hour full warranty. All equipment must be new, pre-serviced to manufacturer specifications, and in first-class operating condition upon delivery on an F.O.B. Destination Freight Prepaid and Allowed basis, exclusive of federal excise tax and Kentucky sales or use tax. This is a one-time purchase contract for KDFWR's exclusive use. Award will be made on a best value basis, allocating 95 points to price and 5 points to delivery time in working days, with bidders receiving maximum points for the lowest price and shortest delivery time and other bidders' scores calculated proportionally. Bidders must submit a specific delivery time in days, as indefinite phrases render bids non-responsive. Written vendor questions were due by March 28, 2024, at 12:00 p.m., with KDFWR responses provided by March 29, 2024, at 7:00 p.m. The bid submission deadline is April 5, 2024, at 1:30 p.m. Eastern Time. A one percent daily deduction from invoices applies for each day delivery is delayed beyond the contracted due date, and the contract may be canceled with 30 days' written notice.

Bidders must be registered in the Commonwealth eProcurement System and must submit electronic bids; bidders claiming resident status must submit the Required Annual Affidavit for Bidders, Offerors, and Contractors Claiming Resident Bidder Status in accordance with Kentucky regulations. Resident bidders receive reciprocal preference against nonresident bidders from states offering similar preferences. All bidders must complete required affidavits attesting to compliance with Kentucky campaign finance laws and, if applicable, resident bidder status requirements including authorization to transact business in Kentucky, corporate income tax filings, Kentucky unemployment insurance fund payments, and workers' compensation policy maintenance. Qualified bidder status is available for nonprofit corporations furthering Kentucky Revised Statutes Chapter 163 and qualified nonprofit agencies for individuals with severe disabilities that employ such individuals for not less than seventy-five percent of direct labor man-hours. No incumbent vendors or budget range for this one-time equipment purchase has been specified in the solicitation documents.
