About this opportunity

The Kentucky Department of Fish and Wildlife Resources (KDFWR) is issuing a Request for Bid (RFB) to establish a Master Agreement for the supply of alfalfa meal for fish hatcheries, with procurement jurisdiction in Rowan County. The solicitation seeks alfalfa pellets meeting minimum specifications of 17% protein content with 0.5% oil added, delivered in 50-pound paper bags on wooden pallets to two locations: Peter W. Pfeiffer Fish Hatchery in Frankfort and Minor Clark Fish Hatchery in Morehead. The Frankfort facility requires up to 5 tons per delivery on an as-needed basis throughout the contract year, while the Morehead facility requires two deliveries of up to 22 tons each during May through June. Vendors must accept phone or fax orders, provide delivery within ten working days of order receipt, supply unloading equipment including floor jacks, automatic unloaders, or forklifts, and replace damaged products within four business days. The initial contract period runs one year beginning January 1, 2025, with four optional one-year renewal periods available. Written questions are due by December 2, 2024, with KDFWR responses provided by December 4, 2024, and bid closing on December 12, 2024, at 12:00 p.m. Eastern Time. Award will be made using a best value method allocating 90 points to price (lowest bidder receives maximum points) and 10 points for delivery performance, with pricing quoted on an F.O.B. Destination Freight Prepaid and Allowed basis excluding all federal excise and state sales taxes.

Kentucky resident bidders are eligible for reciprocal preference if they meet statutory requirements, including authorization to transact business in Kentucky and compliance with corporate income tax, unemployment insurance, and workers' compensation obligations for the year prior to advertisement. Qualified bidders, including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit agencies that employ individuals with severe disabilities for at least seventy-five percent of direct labor hours, receive additional preference points. All vendors must complete required affidavits addressing campaign finance law compliance, resident bidder status, and qualified bidder status, with documentation subject to verification by the Commonwealth at any time. Vendors must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance of $1,000,000 combined single limit for delivery vehicles. Electronic bid submission through the Kentucky Vendor Self Service (VSS) system is mandatory, with vendors required to register in the eProcurement system at least 24-48 hours prior to the bid deadline and all bids remaining valid for a minimum of sixty calendar days following the bid due date. Price increases are prohibited during the first twelve months of the contract but may be requested thereafter with written justification based on industry-wide price changes submitted at least thirty days in advance. No specific budget or award value is provided in the solicitation materials.
