About this opportunity
The Kentucky Department of Fish and Wildlife Resources (KDFWR) has issued a Request for Bid (RFB) for the procurement of alfalfa meal and soybean meal to support operations at two state fish hatcheries: Peter W. Pfeiffer Fish Hatchery in Frankfort and Minor Clark Fish Hatchery in Morehead. The alfalfa meal must meet a minimum specification of 17% protein with 0.5% oil added and be delivered in 50-pound paper bags on wooden pallets, while soybean meal must contain 44-48% protein in identical packaging and pallet configurations. Deliveries are required from March through September, with alfalfa orders requiring fulfillment within 10 working days and soybean orders within 14 working days of order receipt. All deliveries must include unloading and movement to storage facilities using equipment such as floor jacks, automatic unloaders, or forklifts during normal receiving hours (Monday through Friday, 7:00 AM to 2:00 PM Eastern Time). Vendors must accept phone and fax orders and maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance with a $1,000,000 combined single limit. The bid closing date is March 30, 2026 at 12:00 PM Eastern Time, with written questions due by March 25, 2026 at 12:00 PM, and KDFWR responses provided by March 26, 2026 at 7:00 PM. Award will be determined using a best-value approach with 90 points allocated to price (lowest bidder receives maximum points) and 10 points allocated to delivery performance, with the resulting contract covering an initial one-year period with four optional one-year renewal periods plus an optional 90-day extension.
Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders including Kentucky Correctional Industries and Kentucky Industries for the Blind receive additional preference points. All bids must be submitted electronically through the Commonwealth eProcurement system, and vendors must be registered in the Kentucky Vendor Self Service (VSS) portal prior to submission. Bidders claiming resident bidder status must complete and submit a notarized affidavit confirming authorization to conduct business in Kentucky and maintenance of corporate income tax filings, unemployment insurance fund payments, and workers' compensation coverage for one year prior to and through the advertisement date. Pricing must be quoted on an FOB Destination Freight Prepaid and Allowed basis, with all prices remaining firm for the first 12 months of the contract; price increases after 12 months require written justification based on industry-wide changes and must be submitted 30 days in advance. The Commonwealth reserves the right to reduce prices to reflect industry-wide decreases, and replacement of damaged or spoiled products must occur within four business days of discovery. No specific budget range or award value is identified in the solicitation documents, and no incumbent vendors or current contractors are listed; vendors must also submit semi-annual reports detailing sales volume to the Commonwealth and using agencies as a contract requirement.
