About this opportunity

The Commonwealth of Kentucky, Energy & Environment Cabinet, Division of Forestry is seeking qualified vendors to procure and install a single 50x96 prefabricated hoop barn at Pennyrile State Forest in Dawson Springs, Kentucky. This Request for Quote (RFQ 128 2600000009) requires the selected vendor to provide delivery, labor, and installation services with all materials included in the bid offer. The hoop barn must meet detailed technical specifications including RU88X-6 400 fabric with specific weave and coating requirements, dark gray bottom sheet metal, galvanized 2"x2" 14-gauge hoops spaced 12 feet apart, and 6"x8"x10' posts set 3 feet into the ground with concrete on 6-foot centers. Quotations will be evaluated using a best value approach with 90 points allocated to price (with the lowest-priced compliant bid receiving maximum points and subsequent bids scored proportionally) and 10 points for years of experience providing similar products, capped at 50 years for evaluation purposes. Written questions from vendors are due by September 5, 2025, at 10:00 AM ET, with electronic bid submissions required by September 17, 2025, at 1:30 PM ET through the Kentucky Vendor Self Service system; paper quotes will be rejected as non-responsive. All proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date, and payment will be made within 30 working days of receipt of invoice and acceptance of goods. Prior to award, the successful vendor must provide proof of Commercial General Liability Insurance ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability Insurance ($1,000,000 combined single limit for delivery), Kentucky Tax Registration Application if applicable, and required affidavits including compliance with Kentucky campaign finance laws.

The procurement includes set-aside preferences for qualified organizations, with Kentucky Correctional Industries eligible for a 20 percent preference and other qualified nonprofit organizations eligible for a 15 percent preference. Kentucky resident bidders may receive reciprocal preference equal to the preference given by the nonresident bidder's home state. No incumbent vendors or current contractors are identified in the solicitation documents. The RFQ does not specify a contract term limitation, renewal options, or a site visit or bidders' conference requirement. No specific budget range or award value is disclosed in the available solicitation documents; however, the evaluation methodology and pricing basis (F.O.B. Destination Freight Prepaid and Allowed) indicate that the Commonwealth will award to the single vendor offering the best overall value based on the weighted evaluation criteria. Contact for this procurement is Amanda Shaw, Commonwealth Buyer at the Division of Forestry (502-782-5361, amandaf.shaw@ky.gov).
