About this opportunity
The Missouri Department of Transportation (MoDOT) has issued a Request for Proposal (RFP605CO23001779) seeking a contractor to provide comprehensive services addressing unsheltered citizens residing on MoDOT right-of-ways in the downtown Kansas City area. The primary scope involves notifying unsheltered citizens, offering and delivering social services, cleaning up right-of-ways, and performing environmental maintenance tasks including litter removal, brush removal, graffiti removal, and disposal services. The contract will run for one year from the date of execution, with options for up to four additional one-year renewal periods. Proposals are due on March 13, 2023, at 2:00 PM CDT, with a pre-proposal teleconference scheduled for March 1, 2023, at 10:00 AM Central Time. Evaluation criteria will assess offerors based on four key areas: experience/expertise/reliability (20 points), qualifications of key personnel (20 points), proposed method of performance (40 points), and pricing (20 points). The successful contractor must provide a firm fixed-price proposal and demonstrate the capability to coordinate partnerships, manage camp clean-ups, and effectively address the complex challenges of servicing unsheltered populations.
The RFP encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with target participation goals of 10% MBE and 5% WBE through subcontractors, suppliers, or joint ventures. Contractors must maintain specific insurance coverages, including general liability ($500,000 per person/$4,000,000 per occurrence), business automobile liability with similar limits, and workers' compensation coverage. While no specific contract value is listed, the RFP indicates that MoDOT will not financially participate in service delivery but views the project as critical to addressing urban challenges. Electronic submission through MissouriBUYS is preferred, though hard copy submissions may be permitted with prior buyer approval. The solicitation emphasizes compliance with Missouri state regulations, including the Personal Privacy Protection Act and Executive Order 07-13 regarding employment of authorized workers. Notably, MoDOT reserves the right to make multiple awards and expects the successful contractor to develop strategies for managing unsheltered citizen services in the downtown Kansas City area.
