About this opportunity

The Brunswick-Glynn County Joint Water & Sewer Commission is requesting proposals for progressive design-build services to design, construct, and commission the North Mainland Water Pollution Control Facility near Exit 42 along Interstate 95 in Glynn County, Georgia, with proposals due October 29, 2026 at 12:00 noon EST.

The scope encompasses design and construction of a new water pollution control facility on BGJWSC property, approximately 2,000 linear feet of gravity sewer extension to the plant site, offsite effluent discharge piping extension to receiving water, and connection of existing upstream force mains to the gravity sewer system. Work is structured in three phases: Phase 1A (approximately 15 percent design completion and preliminary engineering, six months), Phase 1B (60 percent design development with a Guaranteed Maximum Price proposal, twelve months), and Phase 2 (final design, construction, commissioning, startup, and operator training, twenty-four months substantial completion, twenty-seven months final completion). The Design-Builder must plan for future facility expansions and meet BGJWSC's capacity, effluent quality, regulatory compliance, and life-cycle-cost objectives.

The project budget does not exceed $45 million, encompassing all BGJWSC costs and the Design-Builder's scope. Funding will be provided through a combination of Clean Water State Revolving Fund Loan from the Georgia Environmental Finance Authority and bond issuance. The Design-Builder must comply with GEFA supplemental conditions, American Iron and Steel requirements, and Build America, Buy America Act requirements.

Proposals are evaluated on Experience and Capabilities (30 percent), Project Concepts (30 percent), Project Approach (15 percent), Project Implementation and Schedule (15 percent), Phase 1A Contract Price (5 percent), and Design-Builder's Fee and Overhead Fees (10 percent). Phase 1A pricing is sealed and opened only after non-price evaluation concludes. A mandatory pre-proposal meeting is scheduled for October 14, 2026 at 10:00 a.m. via Microsoft Teams; pre-registration is due October 13 at 3:00 p.m. Questions are due October 13 at 3:00 p.m. and October 19 at 5:00 p.m. Proposer interviews will occur between November 13 and 23, 2026. Award is anticipated at the December 2026 Board of Commissioners meeting. Proposals require submission of ten hard copies plus one USB copy, a bid bond of not less than 5 percent of Phase 1A Contract Price, and evidence of bonding capacity for at least $40 million.

Proposals for the construction of the Project will be received at 1703 Gloucester Street, Brunswick, Georgia 31520, until Thursday, October 29, 2026, at 12:00 NOON EST. To meet its future wastewater treatment needs, the BGJWSC plans to add a new water pollution control facility (North Mainland WPCF) on undeveloped property near Exit 42 along Interstate 95 in Glynn County, Georgia to provide additional treatment capacity to meet current and future system demands.
