About this opportunity

San Mateo County's Procurement Preference for Local Businesses Ordinance applies, providing preference points for local businesses, local non-profits, and small or micro businesses and non-profits based in San Mateo County.
The scope requires delivery of up to four hours per week for 50 weeks annually (maximum 200 hours per year), with individual sessions lasting up to two hours and serving up to 20 youth per session. The Contractor must develop and deliver a structured, engaging curriculum introducing foundational art concepts and techniques—drawing, sketching, shading, composition, color, painting, and other appropriate forms of artistic expression—designed for youth with varying artistic experience levels. Instruction should incorporate motivational and supportive elements that encourage participation, creativity, confidence, concentration, patience, and perseverance, and must be trauma-informed, coordinated with Probation and facility staff, and consistent with County expectations for professionalism and secure-facility operation. All services—class preparation, lesson planning, instructional activities, demonstrations, materials, setup, cleanup, and related administrative time—must be covered under an all-inclusive hourly rate; the County will not provide separate compensation for preparation or planning.
Proposers must have provided similar services for a minimum of five years within the last seven years, be registered with SAM, and possess a valid UEI. All staff must complete mandatory County training, pass a County-approved background check including Livescan fingerprinting, and comply with facility safety protocols before service delivery.
Evaluation criteria are project approach (35 points), qualifications and experience (30 points), cost analysis and budget (25 points), and preferential points (up to 10 points). The anticipated contract award date is October 30, 2026, and the agreement term is three years. The County reserves the right to adjust service schedules, frequency, duration, or participant numbers based on facility operations and security requirements.
