About this opportunity

The San Mateo County Parks Department is requesting bids on invasive species management at Junipero Serra County Park under IFB JSP_FEMA_Maintenance_Phase2_2026, with a listed due date of June 18, 2026. The due date has passed as of today (June 29, 2026); this procurement appears closed or may have been extended via addendum not captured in the source material.

This is Phase 2 of a FEMA Hazard Mitigation Grant Program project following Phase 1 completion in Fall 2025. The scope covers maintenance of invasive species (eucalyptus saplings and French broom) across 6.7 acres within fuel reduction areas. Treatment areas consist of eucalyptus saplings distributed over 1.8 acres and young broom distributed across two patches totaling 4.5 and 0.4 acres. Contractors must employ mechanical removal, herbicide application, and biological monitoring.

Contractors must comply with comprehensive avoidance and mitigation measures for threatened and endangered species including the San Francisco garter snake, dusky-footed woodrat, nesting migratory birds, and bats. Pre-construction biological surveys are required, as are detailed protocols for cultural and archaeological resource discovery. Approved herbicides include Garlon 4 Ultra, Vastlan, and Milestone; application methods are specified (selective foliar, cut stem, aquatic). Equipment decontamination procedures and pathogen control measures to prevent spread of Phytophthora are mandatory. Heavy equipment limitations and watercourse protections are established.

A bid walk meeting is scheduled at the Buckeye Picnic Area Parking Lot, 1801 Crystal Springs Road, San Bruno, California. Questions are due to Travis Dunn (tdunn1@smcgov.org). Contract value, funding source, and contract term are not specified. Addendum #1 Revision was posted June 10, 2026.
