About this opportunity
The Nebraska Department of Transportation is seeking bids for concrete pavement and intersection improvements at the junction of US-34 and N-50 southeast of Louisville in Cass County, with the letting on August 27, 2026 at 1:30 p.m. and bids due the same day via online submission through www.bidx.com or mail.
Bidders must be prequalified for Classes 3 and 10 (Concrete Pavement and General work). The project is federal-aid Highway Safety Improvement Program (HSIP) funded under Project No. HSIP-34-7(135), Control No. 13515, with no DBE goal requirement. This is a 65-working-day contract with a tentative start date of June 1, 2027.
The scope encompasses grading, concrete pavement, culverts, seeding, electrical work (including lighting upgrades), signing, and general items across seven work groups. Work includes reconstructing the intersection, removing and replacing pavement, and drainage upgrades. Multiple utility relocations are required prior to construction start: Omaha Public Power District overhead power poles, Otoe Country Rural Water District #3 water mains, and underground cable and fiber from Segra/Unite Private Networks and Windstream Communications. NDOT-owned utilities including an ITS camera tower, traffic signals, and lighting are also in conflict and will be relocated as part of the project. The project requires a Construction Stormwater Permit and Stormwater Pollution Prevention Plan covering 6 acres of soil disturbance.
Environmental commitments include threatened and endangered species conservation conditions and historic property protection for the Kehlbeck Farmstead. The contractor must maintain access to adjacent properties throughout construction and complete the N-50 detour and temporary roads in less than 135 working days.
Right-of-way has been acquired except for two tracts in condemnation proceedings with an August 13, 2026 hearing date. A concurrent HSIP project on US-34 to Murdock (Project No. STP-HSIP-1-7(110), CN: 13469) is scheduled to let in October 2026. Written questions must be submitted through BidX prior to the letting; answers will be posted online only.
