About this opportunity

The City of Philadelphia is soliciting bids for orange jumpsuits under a Small Order Purchase (SOP) with bids due September 16, 2026. Local Business Enterprise (LBE) bid preferences apply to certified LBEs under Philadelphia Code Chapter 17-109.

The contract will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and shall not deliver products or services until notified by the department.

The maximum contract amount is $99,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published CPI-U, rounded to the nearest thousand dollars. The contract term is one year commencing on the effective date specified in PHLContracts, with an option to renew for up to three additional one-year periods, for a maximum contract duration of four years. All products must be delivered FOB Destination Point at quoted prices, which must remain valid for 60 days from submission or throughout the entire contract term in the case of requirements contracts.

The City is exempt from federal excise, transportation taxes, and Pennsylvania Sales and Use Tax; all quotes must be net and exclusive of taxes. Payment is made only after delivery and City approval, with electronic deposit required into the awarded entity's designated bank account.

Sellers must maintain Workers' Compensation insurance with statutory limits and General Liability insurance with a minimum limit of $500,000 per occurrence. Sellers must certify they are not indebted to the City for delinquent taxes, liens, judgments, or other debts without an established written agreement or payment plan. All quotations must be submitted electronically through PHLContracts by an authorized representative with legal authority to bind the company, and a signed Consent and Authorization Agreement must be submitted prior to bid closing.
