About this opportunity
Denton Municipal Electric is requesting qualifications for an engineering consulting firm to administer pole attachment application and permitting processes across its service territory, with responses due October 14, 2026.
All professional engineering services must be performed under direct supervision of a Registered Professional Engineer licensed in Texas — the central capability filter. DME manages approximately 18,000 distribution poles and currently receives pole attachment applications at a rate of approximately 13 per month (averaging 11 poles per request), with expectations to increase to approximately 20 per month by early 2027. The new Pole Attachment Procedures and Construction Standards became effective April 18, 2025.
The scope spans planning and application review; pole loading analysis and design review; construction inspection of make-ready electrical work; post-construction inspection; as-built documentation and entry into DME data systems; monthly reporting on application status, program performance, safety incidents, and customer contacts; and billing and invoicing of attaching entities. Services are provided eight hours per day, Monday through Friday, 8:00 a.m. to 5:00 p.m., with work performed both remotely and on-site at DME locations in Denton, Texas.
Minimum qualifications include a State of Texas Professional Engineering License, minimum three years of experience in pole attachment and engineering services, proven ability to meet specified timelines, and at least five project examples with client references. The firm must provide current licenses and certifications of the lead engineer and key personnel, resumes with an organizational chart, and a sample report demonstrating accuracy and organization.
Compensation is structured as unit pricing per pole for application processing and field inspections, with time and expense billing for safety incident reports, customer contact reports, and technical studies. Respondents must submit a maximum three-page narrative on qualifications and office location with employee count; pricing information will be requested separately. Evaluation will award additional points for professional certifications or designations and for the ability to provide all services in-house.
