About this opportunity
Willamette Education Service District, Central School District 13J, and Silver Falls School District (Oregon) are requesting proposals for independent audit services covering three fiscal years beginning June 30, 2027, with proposals due September 2, 2026 at 4:00 p.m. PST. Firms must hold current Oregon CPA licensure and meet independence standards — the core qualification filter.
The scope includes annual financial statement audits in accordance with generally accepted auditing standards, Government Auditing Standards, Title 2 U.S. Code of Federal Regulations Part 200 (Uniform Guidance), and Oregon Revised Statutes. Deliverables are independent auditors' reports, management's discussion and analysis, basic financial statements, required supplementary information, reports on legal and regulatory requirements, and searchable electronic copies plus at least two bound printed copies due to each District no later than the first Monday in January following each audit year. Firms may propose for one or more District.
The Districts' annual budgets are approximately $160 million (Willamette Education Service District), $69 million (Central School District), and $90 million (Silver Falls School District). Proposers must submit all-inclusive maximum fees for each District covering the three fiscal years, with financial statement preparation fees stated separately. The contract term is three years with an option for two additional annual renewals at the Districts' discretion. Required insurance includes Commercial General Liability and Automobile Liability at $2 million per occurrence, Professional Errors and Omissions Insurance of not less than $2 million per occurrence (or $1 million with an alternate price quote option), and statutory Workers' Compensation coverage.
Evaluation criteria are weighted as follows: Understanding of Engagement (20%), Proposer's Approach to Examination (10%), Experience with School District Engagements (25%), Staffing Size, Training, Experience and Location (15%), and Audit Fee (30%). Each District will independently award. Questions and clarifications are due August 21, 2026. Interviews, if requested, occur September 8, 2026, with notice of intent to award by September 11, 2026.
