About this opportunity
SUNY Oswego is requesting qualifications for the design of Johnson Hall HVAC/Mechanicals Replacement, an architectural and engineering services engagement, with responses due December 4, 2025 at 4:30 p.m. Addendum 1, issued November 24, establishes a mandatory 2025 Moisture Study as required reading; bidders must acknowledge receipt. MWBE participation goals are 30% overall (16% MBE and 14% WBE), and SDVOB participation goal is 6%.
The scope encompasses assessment of current heating and cooling operations, hazardous material surveys, investigation of up to three design solutions for mechanical system reconfiguration, and delivery of Schematic Design, Design Development, and Construction Document phases, along with construction administration. Johnson Hall is a 79,000-square-foot, five-story, 252-bed residence hall constructed in the 1950s and last renovated in 2001. The moisture study documents that over 50 rooms across all levels began exhibiting high humidity and mold growth beginning in August 2024, with humidity levels reaching 80% in summer and 70% in late summer. Root causes identified include mechanical system design deficiencies, inadequate dehumidification of outdoor air, and uncontrolled student thermostat operation. The study recommends three phased solutions with cost estimates ranging from $73,000 (Phase 1) through $460,530 (Phase 2) to $169,830 (Phase 3), including general conditions, design contingency, construction contingency, bid contingency, and escalation.
The estimated construction budget is $2 million to $3 million. The design fee shall be negotiated with the selected consultant following selection. SUNY will short-list five qualified firms based on firm qualifications, personnel experience, approach and capability, MWBE participation, and references. Submissions require three paper copies plus one electronic copy on flash drive, certificates of insurance with minimum liability of $2 million per claim, and state compliance certifications. Contract award is anticipated for April 2026, with construction to follow immediately upon design completion. A facility tour and review of existing drawings can be arranged by contacting Richard Merritt at 315-312-2208.
