About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Wendell H. Ford Regional Training Center (WHFRTC), is issuing a Request for Bid (RFB) for comprehensive annual maintenance services on 43 pieces of John Deere equipment, including tractors, zero-turn mowers, utility vehicles, and rotary cutters ranging from 2001 to 2022 model years. Vendors must provide maintenance services utilizing genuine OEM parts and lubricants, with annual service on turf equipment including oil and filter changes, air filter replacement, fuel filter changes, spark plug replacement where applicable, greasing, fluid top-offs, and wear inspections, while agricultural equipment receives similar maintenance plus hydraulic oil filter changes, and Greenstar Displays and Receivers require complete software updates. Qualified bidders must employ John Deere certified personnel, provide all necessary tools and equipment for service, possess general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, maintain Kentucky workers' compensation insurance, and coordinate with WHFRTC for maintenance scheduling and approval. The evaluation will utilize a best value approach allocating 40 points to hourly labor costs, 20 points to trip charges, and 40 points to parts percentage discount from John Deere OEM pricing, for a total of 100 points. Written questions are due July 18, 2023 at 10:00 AM ET, with Commonwealth responses due July 19, 2023, and bids must be submitted electronically through the Kentucky eProcurement system with a deadline of July 27, 2023 at 1:30 PM ET. The contract will be awarded for an initial two-year period with four optional two-year renewal periods available, and proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date with no price increases permitted during the first 12 months of the contract.
Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders including Kentucky Correctional Industries and nonprofit organizations serving individuals with severe disabilities are eligible for preference points. No incumbent vendor or current contractor information is specified in the solicitation documents. Bidders must be registered with the Kentucky eProcurement system prior to submission, and the solicitation does not identify a specific budget range or award value, instead allowing the Commonwealth to select the best value proposal based on the established scoring criteria. All actual pricing must be provided on the attached bid sheet with labor per hour cost, trip charge cost, and percentage discount from John Deere OEM parts pricing clearly specified, while electronic submission requires entry of $0.01 as the unit price.
