The scope encompasses job analysis, classification system review, job evaluation, internal equity analysis, external market compensation study, and development of a new pay plan with implementation guidance. Deliverables must be provided in both PDF and editable formats; all work product becomes the exclusive property of the County. The consultant must maintain professional liability insurance of at least $1 million and workers' compensation insurance and comply with Georgia's E-Verify requirements.
Proposals will be evaluated on 100 technical points distributed across Understanding of Project (25 points), Proposed Methodology (30 points), Firm Qualifications & Experience (20 points), Project Team & Staffing (15 points), and Proposed Schedule (10 points), and 20 cost points, with final ranking combining technical score at 80 percent and cost score at 20 percent. The cost proposal must be submitted in a separate sealed envelope, itemized by major project phase, with optional services identified separately and assumptions underlying pricing disclosed.
The contract term begins upon execution and continues through project completion, with optional annual services available for separate contracting at the County's discretion. Whitfield County will provide access to job descriptions, organizational charts, pay data, and personnel records to support the study. Questions are due November 6, 2026 at 3:00 p.m. A public opening follows the submission deadline, with a tentative board award date of December 14, 2026 at 6:00 p.m. Submission requires one unbound original, five printed copies, and one electronic copy on a USB drive.
