About this opportunity

The North Carolina Department of Public Safety (NCDPS) Division of Juvenile Justice (DJJ) is seeking a Detention Electronics Company (DEC) to conduct a comprehensive Evaluation & Confidence Testing (E & CT) of electronic security and control systems across 15 juvenile detention and youth development centers. The procurement is structured as a potential two-phase contract, with Phase 1 focusing on thorough testing and reporting of existing electronic systems, including integrated door control systems, card access systems, video surveillance equipment, intercom systems, and detention locking devices. Qualified vendors must have a minimum of 10 years' experience in correctional environments and demonstrate the capability to provide 24-hour onsite response. The solicitation (19-IFB-1262256947-PTW) requires vendors to complete the Phase 1 scope of work within 90 consecutive calendar days after receiving the purchase order. A mandatory pre-offer conference is scheduled for August 26, 2025, at 10:00 AM Eastern Time in Raleigh, NC, with vendor questions due by August 27, 2025, at 2:00 PM, and final bids due September 8, 2025, at 2:00 PM Eastern Time. The procurement will utilize a Best Value Analysis/Lowest Price Technically Acceptable selection method, with vendors required to provide detailed hourly rates for various service times.

The contract does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The initial contract term is one year, with two optional one-year renewal periods at the state's discretion. The systems involve technologies from manufacturers including Omron, Hirsch/Identiv, Exacq/Hanwha Vision, and Morse Watchman, suggesting complex integration requirements for potential bidders. An e-procurement transaction fee of 1.75% will be applied to purchase orders, and annual maintenance fee escalation is capped at 5% per year. While specific budget ranges are not detailed, the comprehensive nature of the procurement covering 15 facilities and requiring sophisticated electronic security expertise suggests a significant contract value. Successful completion of Phase 1 may lead to a potential Phase 2 Service & Preventive Maintenance contract addendum, providing additional opportunity for the selected vendor.
