About this opportunity
The Ohio Department of Job and Family Services (ODJFS), on behalf of the Office of Family Assistance (OFA) and Office of Child Support (OCS), issued a Request for Quote (RFQ) under House Bill 33 competitive selection procedures for ALM Octane SaaS Licenses, Implementation, and Migration services. The procurement seeks a comprehensive solution that migrates the State's existing Application Lifecycle Management platforms from on-premises solutions to cloud-based alternatives, specifically transitioning ALM Quality Center to Quality Center Cloud and ALM Octane to ValueEdge Cloud. The solution must enable staff to determine eligibility efficiently, reduce error rates, preserve program integrity, and support the establishment and collection of child support orders by providing online access to real-time employment and income verification data for both traditional employees (W-2) and independent contractors or self-employed individuals (1099). Deliverables include discovery and current state assessment, migration strategy and planning, target cloud environment configuration, customization and workflow alignment, testing and user acceptance testing, cutover support with post-go-live hypercare, a fully provisioned cloud environment, migration readiness assessment report, migration strategy and project plan, configuration and workflow validation report, user acceptance testing sign-off documentation, and a go-live and stabilization completion report. The solution must provide employer or payer information (name, address, tax ID, and contact details), employment or engagement details (start and end dates and reason for separation or termination), and income and payment information (pay frequency, hourly rates, gross and net income, itemized deductions, hours worked, and payment dates). The RFQ was posted April 6, 2026, with proposals due by April 21, 2026, and the ALM Octane SaaS licenses and migration solution must be available by May 1, 2026. Evaluation criteria include mandatory service level agreements with 99.5% solution availability, Severity 1 issue resolution within 8 hours, Severity 2 mean time to repair of 3 days, and Severity 3 resolution within 5 business days, with a 10% fee-at-risk applying to monthly implementation and migration deliverable fees and potential service credits up to 100% of monthly fees at risk, along with compliance with comprehensive technical and security requirements including federated single sign-on authentication, ADA compliance, FIPS 140-3 compliant encryption, post-quantum cryptography standards by end of calendar year 2027, rigorous audit logging, SOC 1 Type 2 and SOC 2 Type 2 annual reports, static and dynamic vulnerability scanning, and independent third-party penetration testing.
While the RFQ documentation does not specify set-aside designations for disadvantaged enterprises or restrictions limiting organizational types, it does establish an Ohio Presence Preference that may be applied to qualifying quotes from vendors headquartered in Ohio or with significant economic presence in the state, which could be applied to proposed fees to determine the lowest responsive and responsible offeror. No incumbent vendor or current contractor information is identified in the solicitation materials. The solution must integrate with the InnovateOhio Platform (IOP) and comply with the State's Cloud Smart Strategy, requiring customized applications to reside in the Public Cloud Brokerage Service across multiple cloud providers including Microsoft Azure, Amazon Web Services, Oracle Cloud Infrastructure, Google Cloud Platform, and IBM Cloud. All State Data must remain within the contiguous United States across a minimum of two geographically distant data centers, and the contractor must maintain information security in accordance with NIST Special Publication 800-53 at the moderate level baseline or ISO 27001 with additional controls, conduct annual SOC 2 Type 2 audits, and comply with federal and state regulations for handling Personally Identifiable Information (PII), Federal Tax Information (FTI), Protected Health Information (PHI), and Criminal Justice Information (CJI). The contract term extends from the award date through June 30, 2027, with options for up to two additional two-year renewal terms subject to Ohio General Assembly appropriation and discretionary decision, and all quotes must remain valid for 90 days. Specific budget or award value information is not disclosed in the RFQ documentation provided.
