About this opportunity
The City of Jacksonville, Florida, Procurement Division, is soliciting Invitation to Quote 18330-27 on behalf of Jacksonville Fire & Rescue Department for annual breathing air system maintenance in fiscal year 2027, with bids due November 5, 2026 at 4:00 PM Eastern Standard Time. The City encourages participation by Jacksonville Small and Emerging Businesses (JSEBs) under an encouragement program, not a set-aside, and bidders must acknowledge the program and submit JSEB participation goals if applicable. No restrictive set-aside or preference applies.
The scope covers four line items: carbon monoxide sensors for specified monitoring units and fire stations; a breathing air service program of four quarterly test kits; semi-annual preventive maintenance billed in February and August, with associated cartridges and filter components; and replacement parts, including o-rings, filters, and oil filters, for Bauer Gen II equipment. Bidders must price all items to be considered, and award is all or none to the lowest responsive, responsible bidder. The contract is a one-time purchase that begins on execution and continues until completion and acceptance of the scope. Work is performed at 355 Ellis Road South, Jacksonville, Florida 32254.
Bidders must prove legal authorization to do business in Duval County, certify no conflict of interest, register with E-Verify, comply with nondiscrimination provisions, and carry the insurance coverages specified in the solicitation, including workers' compensation, commercial general liability, and automobile liability. Current insurance certificates are due within ten days of award notification. Pricing must be in U.S. dollars to two decimal places, with freight and delivery included in unit prices. Payment for non-construction services is due 45 days after invoice date under Florida Statutes Section 218.73.
