About this opportunity
The Shreveport Airport Authority is requesting proposals for the turnkey supply, delivery, installation, and commissioning of six jet-bridge-mounted combination Pre-Conditioned Air (PCA) and 400 Hz Ground Power Unit (GPU) units at Shreveport Regional Airport, with proposals due July 9, 2026. An Airport Concessionaire Disadvantaged Business Enterprise (ACDBE) goal of 1.5% applies.
The units will serve Gates 1, 2, 3, 5, 7, and 8 to provide pre-arrival and pre-departure air conditioning for aircraft and boarding bridges. Equipment must be compatible with JBT Passenger Boarding Bridges and support a diverse aircraft fleet including CRJ and ERJ models, Airbus A319/320/321, and various Boeing aircraft. The scope includes removal and disposal of existing units at Gates 3 and 5, installation with a constraint that only one gate at a time can be offline, startup and commissioning, and restoration of disturbed areas. All labor, materials, tools, equipment, delivery, installation, and commissioning costs must be incorporated into firm unit prices with no separate mobilization costs paid. Contractor personnel require airport security badges at $100 per badge.
Evaluation criteria allocate points as follows: equipment cost and labor (0–45 points), demonstrated qualifications and recent similar project experience (0–35 points), and timing of delivery (0–20 points), for a total of 100 points. Equipment must be warranted as new with defect-free performance for 60 days after delivery or until placed in service, whichever is earlier, continuing through the first anniversary of delivery. The contractor must provide replacement parts lists and maintenance and operational manuals for all six units.
Insurance requirements include Commercial General Liability of $1 million per occurrence, Comprehensive Auto Liability of $500,000 combined single limit, Workers Compensation as required by Louisiana law, and Builder's Risk Insurance.
