About this opportunity
The Maryland Environmental Service (MES) is seeking competitive sealed bids for a comprehensive boiler controls upgrade project at the Jessup Correctional Institution located in Jessup, Maryland. The procurement involves completely removing the existing boiler control system and installing a new, fully integrated control system for four boilers and associated ancillary equipment. The primary work will be concentrated in the existing Boiler Control Room, which currently contains metal enclosures with installed equipment. Bidders must submit electronic proposals exclusively through the MES Procurement Portal (https://menv.bonfirehub.com/) by May 30, 2025, with no alternative submission methods accepted. Specifically, mailed, emailed, faxed, or hand-delivered paper bids will be automatically disqualified. Bidders are advised that conditional bids will be deemed non-responsive according to COMAR 21.05.02.22, which could result in immediate disqualification. Electronic bid openings will be conducted publicly, with bid tabulation posted on the procurement portal within 48 hours of the opening.
While the solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises, interested contractors must be qualified to perform complex boiler control system installations. Potential bidders should have demonstrated experience in institutional mechanical control system upgrades, particularly in correctional or similar high-security facility environments. The procurement appears to be a standard competitive bid without specified vendor pre-qualifications beyond technical competency. No incumbent vendor information is provided in the solicitation. The bid does not outline a specific budget range or maximum award value, suggesting contractors should prepare comprehensive proposals based on the detailed technical requirements. Interested parties can follow up with the procurement department at procurement@menv.com to confirm bid receipt and clarify any submission questions prior to the May 30, 2025 deadline.
