About this opportunity

Southeastern Pennsylvania Transportation Authority (SEPTA) is requesting sealed bids for Jefferson Substation 15kV switchgear upgrades under ITB 26-00131-ADMC, with bids due July 1, 2026 at 10:00 a.m. and a mandatory pre-bid meeting on June 23, 2026 at 10:00 a.m. at 1234 Market Street, Philadelphia. Compliance with the Pennsylvania Steel Products Act and the Buy America Act are mandatory — bidders must account for these requirements in pricing and include certifications of compliance.

The scope covers delivery and installation of new replacement VCPW breakers and associated hardware at Jefferson Substation. Work is performed at the substation in Philadelphia with a contract duration of 365 calendar days from notice to proceed. Pre-bid attendees must wear reflective vests, safety toe shoes, and hard hats.

This procurement is federally assisted through the U.S. Department of Transportation and carries Title VI Civil Rights Act compliance obligations. SEPTA requires affirmative outreach to disadvantaged business enterprises and full opportunity for bid submission without discrimination based on race, sex, color, or national origin. All contractors must comply with applicable Equal Employment Opportunity laws and certify compliance with Executive Order 12549 regarding ineligible contractors.

Questions must be submitted by June 25, 2026 at 12:00 p.m. Bids must remain firm for at least 90 days from the bid opening date. SEPTA retains the right to reject any and all bids. Bids are submitted electronically through SEPTA's Electronic Procurement System (ePS) and opened publicly.
