About this opportunity

The Alamo Area Council of Governments (AACOG) is seeking proposals for the Joint Base San Antonio (JBSA) Utility Resilience Study and Report. This study will assess the critical infrastructure supporting JBSA-Lackland Air Force Base, JBSA-Fort Sam Houston, Port San Antonio, and the Kelly Field Joint Use Airport, including electrical, gas, petroleum, communications, and water/wastewater systems. The study aims to identify potential impacts to the community and JBSA missions from hazards such as long-duration outages, cyber, and physical attacks, and provide a Utility Resilience Report, Action Plan, and Funding Plan with recommendations and prioritized projects. The final deliverables are due by August 31, 2024, with supporting documentation due by September 30, 2024. The contract will be a fixed price or cost reimbursement type, and the selection process will be based on a weighted evaluation criteria of 35% for staff/firm qualifications, 25% for demonstrated performance, and 20% for the proposer's understanding of the project requirements.

The RFP specifies that the selected contractor must have at least one team member with a current security clearance of at least SECRET or higher. AACOG will administer the project using an Office of Local Defense Community Cooperation (OLDCC) grant with a performance period of July 1, 2023, to September 30, 2024. The RFP does not specify a budget amount, but it will be discussed with the selected contractor. AACOG will also assemble a steering committee with representatives from JBSA, CPS Energy, San Antonio Water System (SAWS), and Port San Antonio to oversee the study, and up to three "shovel-ready" conceptual design projects (10-30% design) will be identified as part of the study.
