About this opportunity
The Washington State Department of Agriculture (WSDA) is seeking licensed pesticide applicator firms to conduct Japanese Beetle eradication services across multiple counties, including King, Yakima, Franklin, and Benton. The contract involves applying Acelepryn insecticide to approximately 25,000 treatable acres comprising around 15,000 properties, with specific treatment areas in Grandview, Sunnyside, Wapato, Mabton, Pasco, SeaTac, Burien, Normandy Park, Des Moines, Kent, Renton, and Tukwila. Contractors will be responsible for applying insecticide to both turfgrass and foliar surfaces, with treatments scheduled from mid-March through late May 2026. The evaluation process will award up to 400 points for performance requirements, including 100 points for relevant experience, 100 points for staffing plans, and 200 points for client scheduling and communication approaches. Key dates include a preproposal conference on January 15, 2026, questions accepted through January 20, 2026, bid submissions due by 5:00 p.m. on January 30, 2026, with an anticipated contract award by February 9, 2026, and a contract term running from March 2 through September 30, 2026.
The solicitation strongly encourages participation from small and veteran-owned businesses, with specific set-aside provisions and preference points available. Certified Washington small businesses can receive 50 additional evaluation points, veteran-owned businesses can receive 25 points, and firms without mandatory individual arbitration can earn an additional 25 points. Set-aside contracts of up to $150,000 each are available exclusively to qualified small or veteran-owned licensed pesticide applicators. The total anticipated budget for the project is $5,925,150, subject to legislative appropriation. Bidders must hold a valid Washington State pesticide applicator license and comply with specific performance requirements, including proper equipment calibration, safety protocols, and daily reporting. The procurement allows for potential multiple contract awards to different bidders to ensure comprehensive coverage of the treatment areas. Subcontractors must be identified using a Subcontractor Inclusion Plan, with opportunities for minority-owned, woman-owned, veteran-owned, and other diverse business enterprises to participate.
