About this opportunity
The Kentucky Transportation Cabinet (KYTC) Division of Purchases, on behalf of the Department of Vehicle Regulation, issued a Request for Bid (RFB) for janitorial services at the Real ID Office in Richmond, Kentucky, located in Elliott County. The solicitation seeks comprehensive janitorial services for approximately 2,525 square feet of office space, including restrooms, common areas, and exterior grounds, with services required five nights per week (either Monday through Friday or Sunday through Thursday) outside normal business hours between 7:30 a.m. and 4:30 p.m. Deliverables include daily cleaning tasks such as sweeping, vacuuming, and sanitizing restrooms; weekly tasks including dusting and baseboards cleaning; monthly deep cleaning of tile work; quarterly light fixture maintenance; semi-annual floor stripping, sealing, waxing, and carpet cleaning via extraction method; and annual services including blind and window washing and wall sanitization. The RFB also includes a secondary line item for electrostatic sprayer disinfection services for COVID-19 preparedness. Bidders were required to conduct a mandatory site visit coordinated through William Turner at 859-771-9702 and obtain authorization signatures prior to bid submission. Written questions were due by October 13, 2020, at 4:00 p.m., with bids submitted electronically to KYTC.Bids@ky.gov by October 21, 2020, at 10:00 a.m., and a tentative award date of October 30, 2020. The initial contract period is one year with four optional one-year renewal periods at the Commonwealth's sole discretion. Evaluation criteria utilize a best value approach with price weighted at 95 points (lowest bidder receives maximum points with others scored proportionally) and months in business experience weighted at 5 points, with a minimum of 24 months in business required. Bidders must provide contractor's general liability insurance with limits of $1,000,000 per occurrence, Kentucky workers' compensation insurance, and ACORD certificates within ten days of intent to award, with all employees required to pass criminal background checks conducted through the Kentucky State Police Information Center less than 30 days prior to employment.
Reciprocal preferences apply to Kentucky resident bidders as defined in KRS 45A.490-494, with qualified bidders including Kentucky Correctional Industries receiving a 20 percent preference and nonprofit organizations serving individuals with disabilities receiving a 15 percent preference. The contractor must provide all cleaning supplies and equipment, while the Commonwealth supplies toilet paper, paper towels, hand soaps, and trash liners. Contractor employees must pass criminal background checks, and the contractor is prohibited from hiring Commonwealth employees or their immediate family members. A monthly janitorial inspection report must be completed and signed by both vendor representatives and the building manager, with failure to complete inspections resulting in contract termination. Price increases are prohibited during the first 12 months, with only one increase permitted thereafter if justified by industry-wide price changes and requested at least 30 days in advance. The incumbent vendor and current contract value were not identified in the solicitation documents. Bidders must submit signed solicitation cover pages, pricing sheets, Attachment F (Site Visit Validation), and Attachment G (Bidder Qualifications) electronically with the RFB number in the subject line.
