About this opportunity

The Kentucky Transportation Cabinet Division of Purchases, on behalf of the Department of Vehicle Regulation, is soliciting bids through a Request for Bid (RFB 605 2100000186) for comprehensive janitorial and custodial services at the Real ID Office in Columbia, Elliott County, Kentucky. The procurement encompasses daily floor sweeping and mopping, restroom cleaning and sanitization, carpet vacuuming, entrance and exit maintenance, weekly dusting and baseboard cleaning, monthly deep cleaning of tile work, semi-annual floor stripping and waxing using a six-step method with two coats of sealer and four coats of wax, semi-annual carpet extraction cleaning, and annual window washing, blind washing, light fixture cleaning, and wall sanitization for a 1,894 square foot office building with two restrooms serving approximately 12 employees and 50-100 daily visitors. Services must be performed five nights per week (either Monday-Friday or Sunday-Thursday) outside normal business hours of 7:30 a.m. to 4:30 p.m., with one additional electrostatic sprayer disinfection service for COVID-19 included. Bidders must have a minimum of 24 months of continuous business experience and are required to conduct a mandatory site visit by contacting Chris Sharp at 270-775-3242 to schedule an appointment and submit the completed Site Visit Validation Form with their bid response. Written questions are due by October 13, 2020 at 4:00 p.m., with bid closing on October 21, 2020 at 10:00 a.m. and a tentative award date of October 30, 2020. Award will be based on best value using a ranking approach with 95 points allocated to price (lowest bidder receives maximum points) and 5 points for months in business experience (maximum 120 months evaluated). All bids must be submitted electronically to KYTC.Bids@ky.gov with the subject line "RFB 605 2100000186."

Bidders must comply with Kentucky reciprocal preference requirements for Kentucky resident bidders and preferences for qualified bidders as defined in KRS 45A.490-494 and 200 KAR 5:410. All employees must be at least 18 years old and pass criminal background checks within 30 days of employment. Bidders must submit a signed face page, completed pricing pages, Attachment F (Site Visit Validation Form), Attachment G (Bidder Qualifications), required affidavits, and a certificate of insurance naming the Kentucky Transportation Cabinet Division of Purchases as certificate holder with general liability insurance of $1,000,000 per occurrence and current Kentucky workers' compensation insurance. The contractor must provide all janitorial supplies, equipment, and cleaning materials, while the Commonwealth will supply toilet paper, paper towels, hand soaps, and trash liners. The initial contract period is one year with four optional one-year renewal periods available at the Commonwealth's discretion following written approval from both parties. Price increases are not permitted during the first 12 months; only one price increase is allowed during the contract period if based on industry-wide price changes and supported by written justification submitted at least 30 days in advance. The contractor must maintain facility keys under strict key control procedures and pay $100 per lost key or bear the full cost of facility re-keying if security is compromised.
