About this opportunity

The Commonwealth of Kentucky, through the Kentucky Transportation Cabinet Division of Purchases on behalf of the Department of Vehicle Regulation, is soliciting competitive bids for janitorial and custodial services for the Real ID Office in Bowling Green, Wayne County. The 2,000 square foot office facility at 360 East 8th Avenue houses approximately 15 employees and receives 50-100 daily visitors. The scope of work requires comprehensive janitorial services performed five nights per week (Monday through Friday or Sunday through Thursday) outside normal business hours, including daily tasks such as sweeping, mopping, sanitizing restrooms, vacuuming, and entrance/exit area maintenance; weekly dusting and baseboard cleaning; monthly waste basket cleaning and deep tile cleaning; quarterly light fixture maintenance; semi-annual floor stripping, sealing, waxing, and carpet extraction cleaning; and annual services including window washing, blind washing, and wall sanitization. The contract also includes one electrostatic sprayer disinfection service for COVID-19. Qualified bidders must demonstrate a minimum of 24 months in business and must carry general liability insurance with $1,000,000 per occurrence limits and Kentucky workers' compensation insurance naming the Kentucky Transportation Cabinet as certificate holder and additional insured. The contractor must supply all cleaning supplies, sanitizers, and equipment except toilet paper, paper towels, hand soaps, and trash liners. All employees must be at least 18 years old and pass criminal background checks from the Kentucky State Police or Administrative Office of the Courts. The Request for Bid evaluation will be made on a best value basis allocating 95 points to price and 5 points to months in business, with the lowest-priced bid receiving maximum points and subsequent bids scored proportionally. The bid submission deadline was extended to January 26, 2021 at 10:00 a.m., with mandatory pre-bid site visits required to be scheduled with Chris Sharp at 270-746-7493, and a tentative award date of February 5, 2021.

This procurement includes reciprocal preferences for Kentucky resident bidders in accordance with KRS 45A.490-494, and designated qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities receive 20 percent or 15 percent preference consideration respectively. Vendors claiming resident bidder status must submit the Required Affidavit for Resident Bidder Status, while nonresident bidders must provide certificates of authority. Bids must be submitted electronically to KYTC.Bids@ky.gov with the subject line "RFB 605 2100000322" and must include a signed cover page, pricing pages, Attachment F (Site Visit Validation Form), Attachment G (Bidder Qualifications), and any required affidavits. The contract is structured for an initial one-year period with four optional one-year renewal periods, with price firm for the first 12 months and only one price increase permitted during the contract term based on industry-wide increases. The Requests for Bid documents do not specify a total contract value or budget range. The contractor is responsible for satisfactory performance according to specifications with monthly joint inspections conducted by the Department of Vehicle Regulation and vendor representatives, and failure to perform semi-annual or annual services within 30 calendar days of the agreed schedule results in a 15 percent monthly penalty until completion. Additionally, the contractor receives keys to the facility and is liable for re-keying fees of $100 per cabinet key lost or unaccounted for, or the full cost of facility re-keying if security is jeopardized.
