About this opportunity
The California Department of Highway Patrol (CHP) is issuing an Invitation for Bids (IFB 25C745003) to procure comprehensive janitorial services for the CHP San Luis Obispo Area Office located at 675 California Boulevard, San Luis Obispo, California 93401. The scope of work requires five-day-per-week service delivery including vacuuming and spot cleaning carpets, dust mopping and buffing tile/vinyl floors, emptying waste baskets, cleaning and sanitizing restrooms, washing windows, and maintaining general office areas. Bidders must be responsive and responsible contractors capable of delivering professional janitorial services and must attend a mandatory walk-through scheduled for February 26, 2026, at 9:00 AM. Written questions must be submitted by March 6, 2026, at 11:00 AM, with bids due by March 13, 2026, at 2:00 PM and bid opening occurring at 2:15 PM the same day. The agreement term is anticipated to begin June 1, 2026, and continue through May 31, 2027, with one optional one-year extension available at the state's discretion. Contractor compensation will be based on an hourly labor rate (minimum $16.31 per hour), a blended benefit rate ($15.51 per hour), monthly miscellaneous expenses, and administrative overhead costs, with the total monthly cost serving as the award basis for the lowest responsive bidder. All contractors must comply with Government Code Section 19134 by providing employee benefits or cash-in-lieu payments equal to at least 85 percent of state employee costs, obtain DIR registration under California Labor Code Sections 1420-1434, possess current business licenses, maintain liability insurance with minimum limits of $1,000,000 general liability and $1,000,000 automobile liability, and obtain a $25,000 fidelity bond; personnel must also pass driver license and fingerprint clearance checks.
This procurement includes mandatory participation requirements and preference considerations for qualified vendors. Bidders must meet a mandatory five percent Disabled Veteran Business Enterprise (DVBE) participation requirement and may claim additional preferences for small/micro business status or nonprofit veteran service agency designation. The state will award the contract to the single lowest responsive and responsible bidder after adjusting bid amounts for applicable preferences and incentives; however, the state reserves the right to reject all bids if none meet its standards. No incumbent vendor information or existing technology integration requirements are specified in this solicitation. While no explicit budget range is provided, the award value will be determined by the lowest total monthly cost calculations based on the hourly labor rate, blended benefit rate, monthly miscellaneous expenses, and administrative overhead costs as submitted by the responsive bidders.
