About this opportunity

The North Carolina Department of Health and Human Services, Division of Services for the Blind, is requesting bids for janitorial services at the Governor Morehead School Campus in Raleigh under an IFB, with bids due July 17, 2026, and a mandatory site visit on July 8 at 9:00 AM ET at 305 Ashe Avenue, Raleigh. Late arrivals to the site visit are prohibited and result in bid rejection.

The scope covers daily, weekly, monthly, and bi-annual janitorial services across three buildings: Cox Dorm (14,705 square feet, male), Milsap Dorm (10,638 square feet, female), and Crockett-Peeler Building (10,995 square feet, training and workshops). Same-sex housekeepers are required for Cox and Milsap dorms for safety and security purposes. Services include trash removal, floor cleaning and waxing, restroom sanitization, window washing, carpet shampooing, and supply replenishment. Cox and Milsap operate Monday through Friday from 8:00 AM to 4:00 PM with after-hours emergency availability; Crockett-Peeler operates on a 12:00 PM to 1:00 PM spot check and 4:30 PM full-service schedule. The vendor must furnish all materials, equipment, and supplies—including commercial-quality cleaning products, EPA-approved disinfectants, recycled-content paper products, air fresheners, hand soap, and toilet paper—with Materials Safety Data Sheets posted in supply closets.

The contract term is one year from the effective date, with the State retaining the option to renew for up to two additional one-year terms on thirty days' notice. Vendors must provide firm fixed pricing through the Ariba Sourcing Tool and register with the North Carolina Secretary of State prior to contract execution. The State encourages participation in North Carolina's Historically Underutilized Business (HUB) program with a goal of 10% utilization of diverse firms as subcontractors. Award criteria include price, general reputation, performance capabilities, conformity with specifications, references, years of experience, and a written work plan. Written questions are due July 9, 2026, at 4:00 PM ET.
