About this opportunity
The Livingston County Sheriff's Office is soliciting proposals for a comprehensive jail security controls operating system through RFP Notice 2025-24. The procurement seeks a complete replacement and upgrade of the existing security control systems at the Livingston County Jail, located in Geneseo, New York. Specific deliverables include seven touchscreen control stations (two dual-monitor for Central Control and five single-monitor for various locations), new network infrastructure, and integration with existing systems such as CCTV, access control, and intercom technologies. The project requires comprehensive services encompassing hardware, software, project management, installation, testing, training, and warranty. Evaluation will be conducted using a 100-point scoring system, with 35 points each allocated to cost and vendor qualifications/experience, and 15 points each for proposal responsiveness and work plan approach. A mandatory site visit is scheduled for July 9, 2025, with proposals due by July 24, 2025, at 10:00 AM. Vendors must register with Ashley Scutt at ashleyscutt@livingstoncountyny.gov to ensure receipt of potential addenda.
The contract is structured with an initial two-year term and options to renew for three additional one-year periods, with a requirement for at least five years of support and maintenance. Livingston County is an equal opportunity/affirmative action employer, suggesting potential opportunities for diverse vendors. Required vendor insurance includes commercial general liability of $1M per occurrence, automobile liability of $1M combined single limit, and statutory workers' compensation. While specific set-aside designations are not explicitly mentioned, the county's equal opportunity statement implies an openness to diverse business participation. The RFP requires vendors to provide a detailed fee schedule covering all labor, materials, travel, equipment, and associated project costs. Although no specific budget range is disclosed, the comprehensive nature of the project involving multiple touchscreen stations, network infrastructure, and integration systems suggests a substantial investment. Vendors must demonstrate technical capability to replace and integrate complex security systems including programmable logic controllers, locking relays, intercom systems, and network components.
