About this opportunity
The City of Jacksonville, Florida is requesting proposals for a Leadership Learning Pathways Consultant through the Jacksonville Public Library to develop and conduct a comprehensive leadership training project funded by the Institute of Museum and Library Services Laura Bush 21st Century Librarian Program, with proposals due June 25, 2026 at 4:00 p.m. Eastern Standard Time and a mandatory pre-bid conference via Zoom on June 8, 2026 at 10:00 a.m.
The scope includes conducting a needs assessment, interviewing internal and external stakeholders, creating tailored learning pathways to enhance supervisory and managerial skills, and evaluating program effectiveness. Work is performed remotely and on-site at Jacksonville Public Library Main Library as needed. The contractor must provide their own electronic equipment and materials; the Library provides Zoom subscriptions, documents, office supplies, and training materials.
Mandatory minimum requirements include proof of applicable local business licensing if located in Duval County, submission of three to five examples of past work, and three to five letters of reference. The contractor must certify compliance with federal requirements regarding debarment, suspension, lobbying, E-Verify enrollment, and public entity crimes.
Evaluation is scored across four criteria: prior experience with similar projects (0–35 points), qualifications of personnel including sub-consultants (0–25 points), quality of references and networks (0–15 points), and past professional accomplishments with libraries (0–25 points) for a maximum of 100 points. The initial contract period is one year with no automatic renewal; renewal is subject to approval by both the supplier and the City. The contract is funded through federal sources, and all federal funding provisions apply. Intellectual property transfers all work products to the City. The contractor must maintain records for three years post-completion. Questions are due June 15, 2026 at 10:00 a.m.
