About this opportunity
Jackson Township in Lebanon County, Pennsylvania, is seeking sealed proposals for a materials procurement contract through the PennBid Program, with bids due electronically by 10:00 a.m. on August 1st, 2025. The contract involves the procurement of approximately 8,000 tons of various aggregate materials and 5,000 tons of various asphalt materials for township infrastructure and maintenance purposes. Bidders must submit a certified check, bank cashier's check, trust company treasurer's check, or bid bond for ten percent of the total bid amount. The township reserves the right to reject any or all bids and to waive any omissions, errors, mistakes, defects, or irregularities in submissions at its sole discretion. Bidding documents and specifications are available at no cost through the PennBid platform (https://pennbid.bonfirehub.com), and bid results will be posted on the platform shortly after the opening.
While the contract documents do not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises, potential bidders should carefully review the attached Project Manual (1- Project Manual - Materials Contract 2025.pdf) for comprehensive details on qualifications and requirements. The 3MB project manual likely contains additional information about vendor eligibility, technical specifications, and potential integration requirements. Although the exact budget range is not specified in the provided documentation, the scope suggests a moderate-sized municipal materials procurement contract covering aggregate and asphalt materials. Interested vendors should thoroughly examine the bid summary table (2-Bid Summary Table.pdf) and project manual to understand the full scope of the contract, submission requirements, and potential award parameters. Tim Hibshman, the Road Foreman for Jackson Township, is likely the primary point of contact for any additional inquiries regarding this procurement opportunity.
