About this opportunity
The California Department of Forestry and Fire Protection (CAL FIRE) has issued an Invitation for Bid (IFB) for Invasive Plant Control Services at Jackson Demonstration State Forest (JDSF) in Mendocino County. The contract requires a contractor to provide comprehensive invasive plant treatment services, targeting species including Scotch/French Broom, Jubata Grass, Gorse, English Ivy, and Yellow Star Thistle along forest roads and fuel breaks. Treatment areas encompass road surfaces, edges, embankments, landings, and skid trails within 100 feet of mapped roads and designated fuel breaks. Contractors must possess a valid Pest Control Business License, be registered with Mendocino County, and hold a Qualified Applicator Certificate or License with specific category requirements. The contract period is set from January 1, 2026 to December 31, 2027, with CAL FIRE reserving the option to extend the agreement for one additional year. Key deadlines include an optional pre-bid teleconference on September 24, 2025, a bid submission deadline of October 2, 2025 at 3:00 p.m., and a bid opening on October 3, 2025.
The procurement includes encouraging Disabled Veteran Business Enterprise (DVBE) participation, with potential DVBE incentives available, though no specific DVBE goal is mandated. The State has established a 25% Small Business participation goal, actively encouraging certified Small Businesses and Micro Businesses to submit bids. The contract will be awarded on an hourly basis, with estimated quantities of 1,000 hours for invasive plant control services and 200 hours for supervisor time. While specific budget ranges are not explicitly detailed, the total contract amount will be determined based on submitted hourly rates, with the lowest responsive and responsible bidder receiving the award. Bidders will be evaluated on their ability to meet technical specifications, licensing requirements, and overall capability to effectively manage invasive plant control across the designated forest areas in Mendocino County.
